The Police and Crime Commissioner (PCC) and the Chief Constable of Merseyside are seeking new independent members to join their Joint Audit Committee.

The Committee is required to have oversight of, and to provide independent review of, the effectiveness of PCC and Chief Constable’s governance, risk management and control frameworks, its financial reporting and annual governance processes, and internal and external audit.

The Committee comprises of between three to five independent members.  Two posts are currently filled, consequently the PCC and the Chief Constable are looking appoint new members to the Committee.

To be considered for these roles, applicants must have an understanding and/or experience in financial or general management, together with knowledge of risk management and the roles of internal audit, external audit and an Audit Committee, ideally within the public sector.  The ability to scrutinise, challenge and the possession of good communication skills are all vital attributes required for these roles.

Applicants must be over the age of 18, live or work in the Merseyside area and be able to attend meetings in Liverpool City Centre during the working day.

Applicants must be independent of both the Force and the Police and Crime Commissioner and will be subject to a police vetting check. Serving police officers or police staff are not eligible for this role.

The successful applicants will receive training and a daily allowance including expenses for travelling. Meetings are normally held on a quarterly basis.

Remuneration

Committee members will be remunerated at Home Office Police Tribunal rates. Currently these are-

£211.50 full day (sitting of more than 4 hours (excluding meal breaks))

£104.50 half day (sitting of less than 4 hours (excluding meal breaks))

An allowance of half day will be awarded to compensate for time taken to review papers/preparatory work in respect of every formal Audit Committee meeting attended. This is irrespective of the amount of time actually taken to undertake preparation. For some meetings this may be more than 4 hours.

Committee members will be reimbursed reasonable expenses including travel and subsistence.

The role of Committee Chair will be based on an allowance to recognise the wider responsibilities of the Chair. The allowances will be subject to increases at the rate of the Police Staff pay award. The Chair will in addition be entitled to the day rate remuneration for meetings of the Audit Committee and the scheme for expenses.

Tenure

Committee members will be recruited for tenure of 4 years, with a maximum of 8 years’ service subject to re‐application after four years.
